Dian M. Grueneich was appointed to the California Public Utilities Commission (CPUC) by Governor Arnold Schwarzenegger in January 2005.
Commissioner Grueneich is a nationally recognized expert in energy and environmental issues, with 30 years of experience in these areas. At the CPUC, she focuses on energy efficiency, climate change, renewable energy resources, and transmission planning and permitting.
Commissioner Grueneich is the lead Commission at the CPUC on energy efficiency, including low income energy efficiency. This year she has overseen work on the Commission’s newly adopted risk-reward incentive mechanism (“decoupling plus”), development of the next generation of energy efficiency by the California investor-owned utilities, and expanded low-income energy efficiency goals.
Commissioner Grueneich is actively involved in numerous national and international initiatives to address climate change by investing in energy efficiency and renewables. She is the CPUC’s representative on Governor Schwarzenegger’s Climate Action Team, serves on the Leadership Council of the China-US Energy Efficiency Alliance, and is a member of the International CHP/DHC Collaborative sponsored by the International Energy Agency. She has also helped develop the Western Public Utility Commissions’ Joint Action Framework on Climate Change, now adopted by the California, Washington, Oregon, and New Mexico Commissions.
Commissioner Grueneich is a member of the National Energy Efficiency Leadership Group, is assisting in developing NAPEE”s Vision 2025 Report, and co-chairs development of the National Action Plan Model EM&V Guide to be released next month.
Prior to her appointment, Commissioner Grueneich served as a Board member of the American Council for an Energy Efficiency Economy and is a past-President of the California League of Conservation Voters.
