Phil LEQUESNE, ICT senior regional analyst, Normandy TF6 expert, CTN

Born in 1946, Phil LEQUESNE gained, in 1967, an Electrical Engineering degree (ESEO Angers France). In 1969 he got a MBA from ESSEC Paris and a PhD in “Organisation systems, Technological forecasting” from Paris-Dauphine University in 1971.

Prior to join IBM France for 8 years as Systems Engineer, he worked as analyst in technological forecasting for governmental agencies and consultant for the European Commission. After IBM, he served 14 years as regional MIS Manager for AFPA (the national French agency for adults lifelong training) and expert in ICT strategies analysis and technology watch for various companies, France Telecom R&D (SEPT), EDF... He is now, inside CTN (The regional public ICT development agency) , senior regional analyst for the development of ICT services for the Basse-Normandie Region. He co-organises numerous high-level regional ICT seminars for MIS executives and especially 2 national conferences on Ipv6 (June 2003, “v6day” June 6th 2006)

In Sept 2003, He has created with Yvon Noel, from the regional Council, the Normandy Ipv6 Task force.

Nov 2004, he created with Olivier Lamirault (Ingenium) the first DVD book on “Ipv6 the new Internet”, an e-learning tool to train executives.

Phil collaborates to ARISTOTE, French Ipv6 TF, and FING and belongs to IEEE.
